I always found tons of lockpicks while doing dark brotherhood and fighters guild missions. You get them from all the things you kill in caves and the chests and such. But by doing their missions you get achievements while getting your lockpicks. Hope that helps.
there are glitches that let you copy almost anything )Equip ANY set of arrows.
2)Draw your bow back,while its drawn back press B to go to your inventory screen.
3)Click on the arrows you have equipped with A and then on any other set of arrows you own and press A twice.
4)Now find an item you wish to clone and drop it. This doesn’t work with every item.
Note that a recent June patch fixed this glitch.
The best method is to be at level 10 and go do the Nocturnal shrine quest. It’s the easiest Deadric shrine quest and you get an UNBREAKABLE!!!! lockpick that boosts your security 40 points… you can just go to pick a lock and tap the autotry and it always unlocks it…
the shrine is located north of Leyawin on the eastern side about halfway up that long ass road.
to complete it all you have to start the quest, go back to leyawin, talk to any CITY GUARD about the city and he tells you about this house. go there, ease drop, they give you a map location to go get and orb, and take it back to the shrine. BOOM! easy unbreakable lockpick
