how do u make the pins stay up when lockpicking?

I always seem to be able to feel them with the pick and push them up, but they fall straight back down. I’m trying to pick a Tri-Circle 263 lock, using a tension wrench made from a pen clip, and a paperclip pick. (and also, can someone please explain what the tension wrench does?). Thanks
